The Kabul Tribune (KT) — India and Russia reaffirmed their close coordination on Afghanistan and broader regional security issues in a joint statement following the 23rd India–Russia Annual Summit, released by the Indian Prime Minister’s Office on Friday, Dec. 5, 2025.
The two sides said they “appreciated” ongoing cooperation on
Afghanistan, including regular consultations between their National Security
Councils, and underscored the “important role” of the Moscow Format talks.
New Delhi and Moscow welcomed counterterrorism measures
targeting international terrorist groups such as ISIS and ISKP and expressed
confidence that efforts to combat terrorism in Afghanistan would be
“comprehensive and effective.” They also stressed the need for urgent and
uninterrupted humanitarian aid for the Afghan people.
Beyond Afghanistan, the two leaders reiterated their
commitment to de-escalation and stability in the Middle East and West Asia,
calling for restraint, protection of civilians and adherence to international
law. They voiced concern over the humanitarian crisis in Gaza and urged all
parties to uphold existing agreements to ensure ceasefire, humanitarian access
and steps toward sustainable peace.
India and Russia also emphasized expanding cooperation on
climate action, welcoming the first meeting of the Joint Working Group on
climate change and low-carbon development held in New Delhi in September. Both
sides agreed to deepen collaboration on carbon-reduction technologies, sustainable
finance and implementation of the Paris Agreement’s Article 6 mechanisms.
They further pledged continued engagement within platforms
such as the G20, BRICS and the SCO on climate-related priorities, highlighting
joint initiatives including the BRICS Climate Research Platform.
The statement noted the “resilience” of the India-Russia
Special and Privileged Strategic Partnership and reaffirmed both countries’
commitment to advancing global peace and stability in an increasingly
multipolar world.
President Vladimir Putin thanked Prime Minister Narendra
Modi for the hospitality in New Delhi and invited him to Russia in 2026 for the
next annual summit.
