The Kabul Tribune (KT) — The Taliban prime minister has issued a new directive allowing people to build houses in Afghanistan, including Kabul, provided they meet a set of legal and local verification requirements.

According to the directive, applicants must present a Sharia-compliant property deed, tax documents, and transaction records, along with confirmation from a local mosque imam, before municipalities grant construction permits.

The order also instructs security forces not to create obstacles for citizens during the process. Relevant land authorities have been tasked with submitting land maps to municipalities within one month.

Municipalities are required to identify and designate areas where construction is restricted, including flood-prone zones, historical sites, and locations unsuitable under urban planning regulations.

The directive places particular emphasis on major cities, especially Kabul. In addition to formal documents, applicants may also need verification from local representatives, including neighbors and community leaders, to obtain approval for building homes.

The move comes as Afghan cities have experienced rapid and often unregulated expansion in recent years, with increasing land disputes and many residents lacking formal documentation needed for construction permits.

The Taliban said the measure aims to bring more structure to urban development while addressing ongoing challenges linked to housing and land ownership.
